The City will be providing opportunities for community involvement at each step in the development of the General Plan Update. The information below will be updated as new activities are announced.
The City of Pleasant Hill Planning Commission will hold a public hearing to review and make a recommendation to City Council on the draft mixed-use and multi-family residential zoning ordinance provisions. These additional provisions are necessary for the implementation of the 2023-2031 Housing Element. The draft provisions include the rezoning of Housing Opportunity sites, the establishment of new mixed-use zones, and the revision of current multi-family zones. A more extensive amendment to the zoning ordinance will take place at a later date to align with the recently adopted 2040 General Plan Update.

On Monday, October 16, 2023, the City of Pleasant Hill City Council held a study session hybrid meeting to review the State of California Housing and Community Development (HCD) comments received on the City-approved Pleasant Hill Housing Element 2023-2031 (6th Cycle). The meeting included an overview of HCD comments received and a summary of proposed City responses. Following the presentation, the City Council heard public comments, discussed the proposed responses, and provided comments to City staff.

The City of Pleasant Hill General Plan Advisory Committee held a meeting on Wednesday, April 12, 2023, to review feedback from the State of California Housing and Community Development Department (HCD) on the City of Pleasant Hill Draft Housing Element. This meeting provided an overview of HCD comments and considered modifications to the Draft Housing Element Housing Opportunity Sites in direct response to HCD comments.
The City of Pleasant Hill held a joint City Council and Planning Commission meeting (through virtual, tele/video only) to review and collect public comments on the Public Review Draft 2023-2031 (6th Cycle) Housing Element on Tuesday, December 13, 2022, starting at 6:30PM. The meeting included a presentation summarizing the Housing Element, key findings, and new implementation actions to address housing needs. Following the presentation, the Planning Commission and City Council heard public comments, discussed the Draft, and provided comments to City staff.
On October 27, 2021, Mayor Noack and Councilmember Carlson hosted a Townhall meeting to discuss the Housing Element Update, the Regional Housing Needs Allocation (RHNA), and the incentives for Housing Element compliance. The virtual meeting included an introductory presentation followed by public questions and comments.

To help City staff and the consulting team develop the update to the General Plan, the City has formed a General Plan Advisory Committee (GPAC). The GPAC will be a sounding board for the discussion of issues, opportunities, and the development of the General Plan that will guide the community’s future.

To help guide the development of the General Plan, the City Council has appointed Mayor Ken Carlson and Councilmember Sue Noack to act as the City Council General Plan Subcommittee (CCGPSC). The CCGPSC will help guide the Update process to make sure it is in keeping with the desired direction for the community.
During the General Plan update process, the City will host two General Plan Roadshows and have information pop-up booths and local community events. These pop-up booths at events will occur at strategic times throughout the development of the General Plan.
